Europe felt a moment of respite on Monday, as the crisis caused by the introduction of a new 28-point plan for resolving the conflict appeared – temporarily – to have been defused. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of conflicting incidents captured the bleak nature of the current period. By day, negotiation efforts are waged: positive announcements are issued from multiple capitals. Considerable effort is allocated on restraining certain initiatives. By night, Russian leadership brutally reminds the world that, for them, war remains the key method for achieving "settlement".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is able to track rocket firings from across the border, a capability afforded by timely intelligence. From witness perspectives, defense planes that had been deployed to intercept incoming cruise missiles roared overhead – advanced fighter aircraft supplied to Ukraine by NATO members.
Shortly after, Kyiv's missile defense thundered: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, probably provided by partner states. Every launch shakes the surroundings, causing tremors. The brief panic quickly becomes resigned acknowledgment: possibly the incoming missile won't hit its mark this time, protecting urban areas from ruin and further power outages.
Continuous Dangers
Following this, a heavy machine gun fired at a aerial vehicle in the vicinity, part of a rapid response unit – almost certainly Western-made equipment. Sadly, the projectiles didn't strike the opposing UAV – it continued its flight toward its target.
With pauses, this persisted until dawn. Kyiv awoke to the early updates: seven people killed, destruction and infrastructure problems in many homes as a result of the nocturnal offensive. As always, everyone still continued their routines – experiencing conflict. But those 24 hours illustrated Ukraine's critical military reliance on Western support – a reliance that European nations are evidently unprepared to fill in the near term.
Failed Diplomacy
The comprehensive proposal from American leadership provoked deep reactions, controversy and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new proposal from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually achieve victory. This trend will, no doubt, endure.
Tactical Assessments
It is tempting to accuse specific actors of persistently promoting Kremlin's demands. But that does not seem to be the whole story. Washington works based on a assumption understood by seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The US administration believes that it is impossible to compel Moscow to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, Washington does nothing to deter Moscow, through statements or actions, from thinking that the situation will not shift further in its favour in the months ahead.
Opposing Positions
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's government remains supremely confident in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a total frontline collapse until situations evolve in its benefit.
Present Conditions
Realistically, there are no real preconditions for a truce. Now, subjective factors are entering the equation: political desires to negotiate peace and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unacceptable, so that their priority does not move to homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Conclusion and Outlook
It took a just a single week to terminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all served their function.
While new initiatives based on previous concepts are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and show particular unwillingness to modify developments, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, primarily depend on continued Western support.
